Surah 17 · Verse 84
Say, “Everyone acts according to the scope allowed {2} to him, (through his inherent character or destiny) but your Fosterer knows best, about him who is best guided on the way.” (R 9)

Does this verse refer to destiny and memory on which every thought and action, even dreams are recorded?
