Allah (SWT) helps believers, as they are His servants striving in His way. They are permitted to fight against those who fight them. If mutual conflicts, riots, wars etc. were not there people would have forgotten Allah (SWT) to the extent that they would have pulled down all the buildings where He is remembered. When true believers govern a country they implement the Quran and Hadees. Allah (SWT) will decide all the affairs.
